My studies focus heavily on health policy, healthcare systems management, and public health frameworks. In this high-impact federal role, I plan, direct, and oversee the critical administrative operations of healthcare delivery and family travel screening programs. My responsibilities include evaluating complex healthcare requirements, tracking medical screening metrics, and standardizing policy implementation across defense networks to ensure military families with special needs are matched with appropriate medical and educational resources. Beyond my primary federal duties, I apply my financial acumen in the civilian sector as a Financial Specialist for the Inova Fairfax Hospital Center for Personalized Health in Fairfax, VA. In this capacity, I counsel patients on financial liabilities, execute complex insurance verification, manage authorization requirements, and resolve coding and billing issues to maximize institutional reimbursement and protect the revenue cycle.

Professional Goals 

 

Transition into Senior Executive Leadership within the Military Health System (MHS)

 

A primary goal for the remainder of my career is to advance to a Senior Executive Service (SES) or equivalent leadership role within the Department of the Army or the Defense Health Agency (DHA). Having spent decades managing complex administrative functions at the GS-12 and GS-13 levels, I aim to move from executing policy to architecting it. This goal is vital because the military healthcare landscape is undergoing a major transformation toward integrated, data-driven readiness. My deep-rooted experience with the AMEDD Resource Tasking System (ARTS) and the Exceptional Family Member Program (EFMP) gives me a unique "boots-on-the-ground" perspective often missing from high-level strategic planning. By stepping into a senior executive role, I can ensure that enterprise-wide policies remain grounded in the practical realities of facility management and patient care. To achieve this, I will focus on completing my Bachelor’s degree in Health Care Administration at Old Dominion University, which will provide the formal academic credentials to match my extensive practical expertise. Additionally, I intend to pursue high-visibility special projects that interface directly with the Office of the Secretary of Defense (OSD), leveraging my existing liaison skills to build the political and organizational capital necessary for executive advancement. I have already made significant progress toward this goal by serving as a Supervisory Administrative Officer and as a technical expert for DA-level staff, demonstrating my ability to lead large teams and manage multi-million-dollar resource allocations effectively.

 

Establishing a Legacy of Mentorship and Workforce Sustainability

 

The final pillar of my professional journey is to establish a robust, formalized mentorship program for incoming civilian health system specialists. The "silver tsunami" of retiring federal employees poses a significant risk to institutional knowledge within the Department of the Army. This goal is critical to me because I believe that a leader’s true legacy is not found in the policies they wrote, but in the people they developed. I want to ensure that the next generation of administrators possesses not just the technical skills—such as ICD/CPT coding and budget administration—but also the "soft" skills of diplomacy and ethical leadership required to navigate the Pentagon’s complex environment. I plan to achieve this by collaborating with the Army Management Staff College to design a curriculum specifically for health system specialists that bridges the gap between general leadership and medical-specific administration. I will also dedicate a portion of my final years to "train-the-trainer" initiatives, ensuring that my expertise in contract management and internal control programs is decentralized across my organization. I have already met the initial stages of this goal through my work as a Staff Action Control Officer and Supervisory Administrative Officer, where I consistently supervised, trained, and developed administrative personnel, recommending them for performance awards and advancement. My history of achieving "Summa cum Laude" honors in my Associate’s degree reflects my personal commitment to excellence, which I seek to instill in every team member I lead

 

Standardizing Global EFMP Operations Through Digital Transformation

 

I am committed to spearheading a comprehensive digital overhaul of the Exceptional Family Member Program (EFMP) to eliminate geographic disparities in care for military families. Currently, family members with complex medical needs often face administrative hurdles when moving between different Regional Health Commands. This goal is important because the readiness of our Soldiers is directly tied to the stability and well-being of their families; a Soldier cannot focus on the mission if they are worried about their child’s access to specialized healthcare. I expect to achieve this by championing the integration of new IT solutions and electronic health record (EHR) systems that allow for real-time data visibility across the enterprise, as outlined in my current Knowledge/Skills/Abilities. My roadmap includes developing standardized training scenarios for clinical and administrative personnel worldwide to ensure that a family receives the same high standard of support in Virginia as they would at an overseas installation. My recent achievement in becoming a Certified Knowledge Manager (CKM) in 2023 serves as a foundational step toward this goal, as it equips me with the methodologies to manage intellectual capital and streamline information flow across the Department of Defense. I have already successfully met the goal of mastering the current EFMP regulatory landscape and serving as a Trusted Agent for the Defense Travel System (DTS), which are the essential building blocks for reforming larger logistical and administrative frameworks

Significance: As a Health System Specialist and Special Needs Manager, you provided enterprise-level oversight for the Army's EFMP. This program is critical for ensuring that military families with special medical or educational needs are assigned to locations where necessary resources are available. Your role involved high-level data compilation and the development of standardized guidance for regional staff

Significance: Serving as the Internal Control Administrator for HQDA, OTSG, G-3/5/7, responsible for the integrity of organizational processes. This project was vital for identifying material weaknesses and ensuring the organization complied with federal statutory requirements

  • Established a comprehensive Internal Control Evaluation Plan (ICEP)

  • Facilitated the identification and reporting of material weaknesses, ensuring senior leadership was informed on all internal control matters

  • Successfully prepared the annual statement of assurance for the commander's signature

Significance: As a Contracting Officer’s Representative (COR), managed the full lifecycle of acquisitions for the G-3/5/7 team. This ensured that the Department of the Army received necessary services and equipment at reasonable prices while maintaining strict regulatory compliance

This project was vital to maintain continuity of operations (COOP) and ensure zero administrative friction during the transition.

Welcome to the professional reflection section of my portfolio. Over a career spanning more than four decades across the United States military, federal civil service, and civilian healthcare echelons, I have learned that operational experience is only half of the leadership equation. True executive excellence requires a dynamic synergy between real-world practice and rigorous academic theory.

My journey at Old Dominion University, completing a Bachelor of Science in Health Care Administration with a minor in Management, has served as the connective tissue for my practical expertise.
